What is Plunderland?

Allwyn has announced the appointment of former Playtech executive Francesco Rodano as its new group head of responsible gaming. 

Rodano spent almost ten years spearheading policy at Playtech as the supplier’s chief policy officer. Then between January last year and August 2026, he led its global player-protection efforts as chief sustainable gambling officer.

During his tenure, Rodano was instrumental in deploying an AI-powered behavioural analytics platform, BetBuddy, which is designed to identify and intervene in potentially harmful gambling behaviours.

Regarding account takeovers, the guide emphasised technical mitigations such as two-factor authentication for withdrawals and changes to banking details.

For poker collusion and bot use, recommended contractual provisions allow operators to redistribute illegitimate winnings to affected players. The guide noted that courts have validated such actions when supported by robust data.

The ANJ has called for operators to provide proof rather than act on suspicion alone. The guide outlined the types of evidence and “converging indicators” (faisceaux d’indices) that French courts have accepted in previous litigations, including IP addresses, device logs and connection timings.

What is Plunderland?

A systemic policy cooperation mechanism is expected, targeting youth gambling prevention and student safeguarding. Rather than implementing short-term campaigns, the focus will be on embedding gambling prevention into everyday school routines. 

It will include combining restrictions on smartphone use with engaging RAS activities to effectively block and fill the time students might otherwise spend being exposed to gambling content.

At the signing ceremony, Gyeonggi education chief An Min-seok emphasised the immediacy of the issue: “To effectively respond to youth gambling problems, close cooperation between the Office of Education, which best understands the school environment, and specialised prevention and treatment institutions is necessary.
